You can get it from Characters in the Workshop.
In addition, victor’s skill reduces SMG load time.

The Global Treasure Hunt is divided into 4 stages with separate maps and each stage.
There are 7 levels for each stage and 2 missions per level. Open mission chests to complete 1 mission.
